About the only way to do this is to find a last year’s model bicycle that, when first offered, was as far over the amount you want to spend as possible. I would not suggest buying a second-hand bicycle unless you're absolutely sure the bike has only been ridden a few times. Otherwise you'll find that the cost of expensive replacement parts soon mount up.
